Regarding the charge of a de facto embargo, the mineral (processing) industry tries to avoid the impression it is avoiding sourcing from high-risk areas (SK, interview, November 20, 2015). Like in the field of timber, industry activities are accompanied by increased research and campaigning by international NGOs; in particular, the Washington-based Enough Project (Callaway 2017). While timber campaigns are based on the work of the donor-funded OI-FLEG, NGOs working on conflict minerals largely rely on and cite from public UN reports (UNEP-MONUSCO-OSESG 2015; UN Security Council 2017). This demonstrates public-private interlinkages. In addition, the US Agency for International Development (USAID) and EU governments support activities to improve infrastructure and institutional reforms to help enhance civilian control of the DRC’s timber and mineral trade (EU FLEGT 2018; Sarfaty 2015, 456).
